America's Emergency Network will be working with a unit of NBC News under a newly signed agreement. The pact marks another stage of AEN’s growth into a significant force in the fields of emergency management and media operations.

AEN and Peacock Productions, NBC News’ in-house production company, announced last week that AEN and Bryan Norcross, the company’s president and chief executive officer, would serve as key consultants to Peacock, which is based in New York City.

Under the agreement, AEN and Norcross will assist NBC News in identifying new opportunities in programming content and technology in the areas of weather and emergency information. Additionally, the parties will discuss how AEN's emergency communications technology can be used to efficiently distribute detailed emergency news briefings and interviews.

AEN, a pioneering Internet and satellite-based network, was created by Norcross, a nationally recognized broadcaster, forecaster and hurricane expert, and Max Mayfield, former director of the National Hurricane Center, to serve Americans when local or regional disasters strike.

"We are excited to be working with NBC News to develop new communications systems that leverage the latest technology to distribute detailed, critical information more efficiently than was possible in the past," Norcross said.

AEN's state-of-the-art system remains in beta test mode as it is being deployed throughout Florida and eventually throughout the nation. Nevertheless, it already has served Floridians and others during the recent swarm of land-falling hurricanes, providing them with direct, easy and complete access to news briefings and critical advisories from Florida's governor and other state and local officials.

Now, both parties will look into sharing that expertise and distributing those crucial advisories more widely.

"We look forward to this promising opportunity, which represents another major step in AEN's rapid growth," Norcross said.

AEN Installations Extend Deeper Into Florida

AEN’s state-of-the-art communications system has been deployed throughout Florida, and additional counties and other entities will join the network soon.

“We have been very gratified to install our systems in emergency operation centers and work closely with emergency management officials,” said Erik Salna, an AEN installation coordinator.

Added Scott R. Owen, another AEN installation coordinator: “It has been great to see the technology serve citizens just in time for Fay, Gustav, Hanna and Ike.”

As of early October, AEN had been installed in these locations:

- Florida Division of Emergency
  Management
- Brevard County
- Broward County
- Duval County
- Flagler County
- Miami-Dade County
- Putnam County
- St. Lucie County
- Village of Islamorada
- Volusia County

California Reorganizes Emergency Management Unit

New legislation, recently signed by Gov. Arnold Schwarzenegger, reorganizes California’s emergency management operations and centralizes several operations under one administrative roof.

The California Emergency Services Act combines the Office of Emergency Services and the Office of Homeland Security into a new, cabinet level California Emergency Management Agency (CALEMA).

The bill gives the new agency responsibility for overseeing and coordinating emergency preparedness, response, recovery and homeland security activities in the state.

"Emergency personnel, firefighters and law enforcement all over the state have been asking for this reform for many years,” said California Assemblyman Pedro Nava, chair of the Joint Legislative Committee on Emergency Services and Homeland Security. “CALEMA will make the state more responsive when disaster strikes.”

In a related development, Schwarzenegger also signed the Disaster Liability Protection Act. That bill authorizes state emergency managers to establish a registry of private businesses and nonprofit organizations that are interested in helping the state prepare for emergencies and disasters. It also provides protections from civil liability for businesses and non-profits that donate goods, services, labor, equipment and other resources before and during an emergency.

AEN Wins ITFlorida Competition

America’s Emergency Network has been honored with a prestigious ITFlorida Award, certifying AEN’s emergence as a leader in the state’s information technology industry.

AEN’s real-time emergency management communications system won first place in the category of Government Technology Leadership-Private Division.

The competition is sponsored by ITFlorida, a public-private partnership that assists the state’s congressional; delegation, the governor, the legislature and others. The awards honor notable achievements within Florida’s information technology industry.

Other finalists in AEN’s division included Honeywell, BearingPoint Inc. and SGIS.

“We were deeply honored by our selection as a finalist and we are very proud of winning this award, which shows once again how far AEN has come in such a short time,” said Bryan Norcross, AEN’s president and chief executive officer.

The awards were distributed during an Oct. 6 ceremony in Central Florida. The group was addressed by Sandy Baruah, administrator of the U.S. Small Business Administration, U.S Sen. Bill Nelson and other notable speakers.

ALERT FM, an AEN Partner, Extends Its Reach in the Southeast

AlertFMResidents of Jackson, Miss., and the rest of Oktibbeha County soon will have access to crucial emergency information transmitted by ALERT FM, the FM radio-based emergency alert and messaging system developed by Global Security Systems.

ALERT FM allows authorized emergency management officials to send alerts and messages to specific groups of first responders, businesses and citizens before, during and after a crisis. Because the system is FM radio-based, information can be distributed to a large number of recipients in a matter of seconds.

Targeted alerts and messages are delivered by satellite to the data subcarrier of FM transmission towers and can be received on ALERT FM receivers and other mobile devices, including PDAs, cell phones and other specialized receivers equipped with FM chips. Potential notifications include not only tornado or other severe weather warnings but also geographically-targeted school closings, boil water notices, traffic alerts and similar information.

ALERT FM works in association with and as a complement to the Internet- and satellite-based emergency information network being deployed by America’s Emergency Network. Robert L. Adams, the founder, president and chief executive officer of Global Security Systems and ALERT FM, also serves as chairman of AEN.

“Residents in Oktibbeha County will have the potential to receive emergency information from their local emergency management agency as well as National Weather Service severe weather warnings through personal, portable ALERT FM receivers,” said Jim Lowery, Global Security Systems’ general manager. “The county’s initiative to utilize ALERT FM technology reflects a strong commitment to safeguarding the community – an effort that we anticipate expanding throughout the Southeast and, ultimately, the nation.”

The reliability and redundancy of ALERT FM lies in its use of a pre-existing network of FM towers, which in turn provides overlapping coverage of an area. The ALERT FM receivers automatically tune themselves to the strongest FM signal in their locations.

Oktibbeha County joins the Mississippi Office of Homeland Security, the Mississippi Emergency Management Agency and several other Mississippi counties in utilizing ALERT FM for emergency alert and messaging.

More than 20 million people in nine states have access to ALERT FM technology. Associations of broadcasters in Mississippi, Alabama and Florida unanimously support the FM-based system.
